SOS Arauca: International Civil Society Organizations Demand Peace in Arauca, Colombia

On January 24, the Washington Office on Latin America (WOLA) and 26 other international civil society organizations, as part of Colombia’s Cooperation Space for Peace, published an SOS statement demanding peace in Arauca department amid escalating violence in the region.

As the organizations note, Arauca started 2022 with egregious episodes of violence by illegal armed groups that deepened the humanitarian situation for Arauca’s civilian population. At least 33 people were murdered, 50 disappeared, 170 families and 36 former FARC combatants internally displaced, and a car bomb detonated against a human rights organization’s office. The Ombudsman’s office and civil society organizations have warned of this escalating violence for years now.

The statement calls on the international community to urge the Colombian government to prioritize dialogues with guarantees and humanitarian agreements as solutions forward from this senseless violence and to consolidate peace.

The Catatumbo Humanitarian and Peacebuilding Working Group Urgently Calls for the Safety of Social Leader Juan Carlos Quintero

On April 12, the Catatumbo Humanitarian and Peacebuilding Working Group published a statement in response to the illegal detention by armed actors of social leader Juan Carlos Quintero in the rural area of Teorama, North Santander department.

We demand respect for the life and integrity of social leaders in the region

The Catatumbo Humanitarian and Peacebuilding Working Group urgently calls for the respect of the life and integrity of social leader Juan Carlos Quintero, a member of the Catatumbo Campesino Association (Asociación Campesina del Catatumbo, ASCAMCAT).

We denounce the illegal April 12 detention by armed actors of Juan Carlos Quintero, two members of his security detail, and two members of the International Action for Peace (IAP) in the rural area of Teorama, North Santander department. The incident occurred in El Aserrío towards the road that leads to El Tara municipality.

We call on all armed actors to respect the guarantees of social leadership and to materialize the will to advance and consolidate the Humanitarian Agreement for Catatumbo, as expressed in public statements, and to commit to IHL norms as an urgent way to safeguard the lives, integrity, and freedom of the civilian population.

We reiterate, today more than ever, that it is still necessary to accept and apply the Humanitarian Accord’s content and achieve humanitarian minimums amid the armed conflict.

As the Humanitarian Working Group, we reaffirm our good practices as an entity for humanitarian advocacy to achieve a complete, stable, and lasting peace in the Catatumbo region.

A presidential decree lowers judicial penalties to members of criminal groups who agree to demobilize peacefully and submit to the High Commissioner for Peace.

It does not apply to the ELN, whose “political character” the state recognizes, making benefits available to individual ELN deserters. It applies instead to FARC dissident groups, the Gulf Clan and Caparros neo-paramilitary groups, and the Pelusos or EPL. These are the groups that, according to the government, meet the Geneva Conventions Protocol II definition of those “which, under responsible command, exercise such control over a part of its territory as to enable them to carry out sustained and concerted military operations.”
