Colombian authorities arrest Ramón Rodríguez Guerrero, a Venezuelan citizen living in Bogotá. While Rodríguez appears to be organizing Venezuelan opponents of the Maduro regime in Bogotá, Colombia alleges that he is a regime spy who has infiltrated the Venezuelan opposition inside Colombia, in order to collect intelligence on them.

Colombia announces the launch of Operation Orion V, a multi-national naval drug interdiction effort in the Caribbean and eastern Pacific. Orion 5 includes the participation of at least 17 countries, officials say. At the White House, President Donald Trump announces a tandem operation involving the U.S. Navy and partner nations in the same maritime space. Opposition legislators voice concern that Colombia may be participating in an operation meant to put military pressure on neighboring Venezuela.

  • The bodies of 13 people are found in Palmarito, outside the city of Cúcuta, and across the border in Venezuela. The massacre is believed to be the result of fighting between the ELN and the Rastrojos—the remnant of a once much stronger post-paramilitary group—for control of cross-border smuggling routes. “The most conservative estimates,” Semana reports, “say that this war has left 37 dead in recent months.”
